Fold-Out Cover/Pages?

Okay, here's a crazy question.

I want to print a 8.5x11 Portrait photo book. I want my first page OR cover to be able to fold out. (ie: be printed on 11x17 paper, then folded in half )

Is this an option as the cover of a softcover book or as the first page of a hardcover book?
